Design Guidelines
The Design Review Committee (DRC)
is empowered to review all changes in design and landscape to ensure
that they meet the requirements of the Protective Covenants and
Bylaws. These requirements they have been established to protect
individual investments and help guarantee the livability of each home.
All plans for changes and additions to structure or landscape must be
submitted and approved by the Design Review Committee.
Two sets of design guidelines
were developed for the neighborhoods; one for the Village, Woods and
the Meadow, and another for the Knolls. Both guidelines are
accessible via the links listed below. Because these regulations
may be difficult to read as a large portion deals with the initial
construction in the neighborhoods, some of the pertinent requirements
are summarized below.
Preliminary Plan Review
Submit one set of plans for change/addition with samples of
color, brick, siding, and color chips to the Design Review Committee
following the requirements specified on the
change request form
provided on this website. The submittal fee of $100 as specified in
the design guidelines may be waived depending on the extent of the
changes and whether or not the services of an architect is required
for approval. Your plans will be reviewed within 30 calendar
days. The builder must respond to comments of DRC within 15 calendar
days.
If you submit your Change/Addition Form by the first week of the
month, you will likely receive a response/approval before the end of
the month.
Final Plan Review
A final review will be conducted when the builder has responded to the
preliminary comments and is ready to proceed with final design and
construction and provides the site plan showing location of building,
setbacks, driveway, walks, fences, walls with elevation and floor
plans, plant names and sizes, color schemes, and list of all variances
requested. After the final review, the DRC will respond within
15 calendar days.
Actions Prior to
Construction
Approval is needed to remove any existing trees over 6 inches
in diameter. Any changes to the approved plans and
specifications during construction that materially effect the
location, architecture or aesthetics, will require prior review and
written approval by the DRC. Homeowner or builder is required to
obtain all required local building permits and is also responsible for
meeting all City of Franklin Building and Landscaping Codes.
Actions During Construction
Approved set of construction drawings must be kept on the building
site at all times. Periodic inspections may be conducted by DRC
without prior notice. Any changes, alterations, or delays must
be communicated to DRC during construction.
